If Iron Man's armor is out of power then Cap can easily beat Iron Man.
If we are talking about Iron Man's early armors, then Cap has a small chance.
Otherwise, no.

With Tonys new extremis abilities he can move/dodge any attack from cap, im always surprised when i see Iron man having his ass handed to him so many times since his upgrade, during this final fight with Mallen in the extremis book he was easily able to dodge Mallens punches with quicksilver type reflexes and Mallens was supposed to have extremley enhanced speed.
I think a lot of writers forget about his new armors reaction capabilities.

Unfortunately, Cap is more suited as a leader of men and a strategic force in the field then a one on one combatant against most of the high powered characters in the Marvel Universe. Against, average level individuals he is more then a match standing toe to toe.
For example,
Characters like the Red Skull were created to be his perfect nemesis due to skill set. He could never be the arch enemy of a character like Thanos or even the Manadarin.
JMO, and I am a big Cap fan, but he doesn't have the raw power.
