Doubtful this will be the case, Goku and Vegeta are strictly Z. Possible that Prime 1 doesn't have the DBS license

Blue form and Golden Frieza come from the Z movies though. Even if those were adapted into part of Super, I imagine the license would allow for Beerus and Golden Frieza if they wanted to. I just think they are aware no one actually cares about Super.

You're right about that, mentally I just dont consider any of the content after Buu saga as Z. Which makes me wonder if a Z license covers all the content from Battle of the Gods and Resurrection of F. Seeing as that stuff is clearly a part of the new era of Dragon Ball.

Merchandise licensing is very complex. It's usually as granular as which characters are included and maybe even which forms or else the legal ambiguity would give rise to lawsuits. Good examples of this type of complexity is when Fox and Disney/Marvel both shared movie rights on Quicksilver but Disney/Marvel couldn't refer to him as a mutant and only as an Avenger or First 4 Figures not having the rights to the Super Mario World's version of Mario with the cape. I wouldn't assume Prime1 has the specific license for Frieza in his golden form.
