I'm not a tailor but I'd make the back velcro. You won't be able to see the back of the briefs so it won't be a problem to design a pair that opens from the back.
I would cut off the briefs that is on the statue carefully so your tailor can have the pattern. Then they just need to figure out how to have it open and close via velcro (or button, etc).

As far as getting them back on without having to break the statue the new pair of trunks will have to be designed like a diaper (for lack of a better example) and be secured with velcrow after installed, preferably this would be in the back and hidden by the belt and cape

Yeah there are problems. If you put your finger over it more material will crack and come off. Humidity is not the culprit...cheap pleather is.

I offer this recommendation but use at your own risk.
To protect pleather and rubber like materials, I used Mother’s VLR (vinyl, leather, rubber) protectant and conditioner. This product is available at auto parts store. I spray the VLR into a small cup and use a cotton swab to gently apply. Do not get it on fabric as it might stain. Dried pleather and vinyl is fragile is delicate and will crack and crumble.
Acrylic paint can be used to cover very small spots.

This isn't mine, but it's what I'd like to do with it(although a slightly different paint job).
From what I've been told, there's a fair amount of sculpting that's needed. They'll need to sculpt the wrinkles in the fabric, shorts and symbol.

I had to have a Supes PF belt made with fabric. Anyone with pleather use baby oil, I did on Vader PF, Anakin PF, P1 Serp. statue cape

This also happened on my 1/6 scale SHCC Vampirella. Phicen replaced the 'bikini' and as soon as I got the new one, I applied olive oil with a cotton bud. No problems since.
Still, this sucks that it's happened - premium figure, premium price, crappy material!
