Because it's from Premier Collection line (limited edition size), the material is resin, think the BBTS have bad info 
In addition, they already have one figure in PVC, why would they make another one, it would not make sense
PVC line haven't a limited edition size to 3000 pcs and numbered certificate of authenticity

Expect its from the base to the hammer. This is a likely case of Bishop that was once listed as 16 inches that became 12 inches from the base to the tip of his gun. He goes well with the 1:8 statue of Gentle Giant’s Black Widow

No no, look at site, 12 inch have from base to his mouth, to hamer it's about 15-16 inches

It reminds me of Marvel Premier Collection Cable statue. At first it was listed as about 11" tall and I thought it would be to the top of his gun. Apparently 11" to the top of his head. To the top of his gun is about 16.5".

Beta Ray Bill is resin. All Premier Collection are Resin. We already did a PVC.
12" from foot to top of head. With the hammer it's about 15", my bad.
