To make your picture smaller you need to use a special program, which are a lot on the Internet. You just upload your photo there and select the size of the image in pixels that you need. Load your image into Photoshop
Save your image using the .jpg format.

When saving as .jpg Photoshop will give you the option of quality.
The higher the quality the larger the file size.
Simply the lower the quality to reduce the file size.
