From what I remember Grant Morrison was the one that pushed for the Beast to look more cat-like. And since Grant was writing the X-Men Marvel let it happen. Originally the Beast was in Chris Claremont's Extreme X-Men book but since Grant wanted him, he got him. I seem to remember in Extreme X-Men's first adventure that the Beast was seriously injured and his next appearance was in Grant's first issue and looking like a cat. I admit he does look better now than then but I still do not his current look either. Plus, when he transformed into his cat-like appearance he grew and got taller.

I really need to revisit Morrison's new x-men if I ever finish re-reading Whedon's astonishing x-men. Out of all his iterations I have to say I am quite taken by his appearance in Bendis's all new x-men.
