I don’t understand the issue with the chest. She just isn’t as buxom s one of the others. I think it looks great

Yup, looks fine to me as well. Then again, the character has little more to offer than sex appeal so her fans are extremely picky.

Has nothing to do with her fans being extremely picky. There is literally no curvature on her chest at all. It looks like a sanded down uniboob. Doesn't even look like it has any paint shading on the skin.
INB4 all the lighting excuses start popping up.

She doesn't even offer that IMO. HQ looks trashy (the homeless roller girl look?) and I've disliked her since she popped up in BTAS. But at least back then she just had a silly clown outfit and looked good in her doctor outfit. However, I do think the portrait on this statue looks quite good. She looks very happy and cute instead of silly. The rest is a bit much.

Chest area does look a bit better there. But, I still don't like how they completely changed the angle of her body from actually leaning up against the bike's handlebars to whatever she's doing now. For $1,200 that's a pretty big issue for me. I will be passing, but congrats to those people that like the final look. I find it quite disappointing compared to the original composition.
It reminds me of a statue that was put on the base the wrong way.
