I see it slightly differently ...I think DD, BB and Phoenix are on par with Magneto. Not toppling it, but equally great.

I haven't seen DD in person. I have seen Phoenix in person and I own Black Bolt. I don't think any of them are on par with Magneto. The bases are great, but not as inventive as Mags. Base or not, the Jean statue is just not attractive to me.
I think of what we've seen, only Batman, Ghost Rider and Electro are on Mags level.

For me, as far as sculpts and detail I still think Magneto is the best so far released.
Then Moon Knight, Darkness, GR, Venom, and Batman could be up there with him. Vulture, Black Panther, and Electro are looking amazing as well. They all look great really, but these impress me the most overall. I don't even know Moon Knight that well, but the detail/pose/sculpts/switchouts are unbelievable lol.

I agree with you. Mags is king of the hill for me. Nothing else I've seen from XM quite compares.
