The smaller you shrink the more damage you can do. Ray can shrink to the size of an atom, Hank can shrink to the size of an ant.
No contest really.
I can't remember if Hank has ever used the pym particles to shrink to smaller sizes though.

I still think that, generally, the Atom has been portrayed as more powerful.
