What's your issue with them?
Any sufficiently advance cybernetics would try to mimic what was missing as much as they could, and toes do serve a purpose. Maul had them too.

I don't know about concept art for Vader - I was actually referring to the Maul Mythos:
Further, for Maul, Clone Wars didn't, but that's an animated (and not very detailed) representation. Live-action has a three-toed model:
Kinda clunky, if you ask me. I think Sideshow Mythos do them better.

But yeah, you can clearly see Vader has toes in Episode III.

Actually, it's just toes in general. 
Not a fan - sandals, bare feet, open-toed shoes, etc.
I just don't like feet.
