Yep. I don't think it is supposed to be stubble. It looks like they painted the lighting and shadows onto the statue itself, which is actually really cool. The girl's skin shows it off to great effect. I imagine the factory produced version will be a little less detailed all in all, which will probably make the shadows of his face look more like shadows and less like hair.
Either way it is a super cool effect.

Level52 just answered on Facebook that Frazetta's Monster out of Time (Man vs Crocodile) is still happening.
