I have no idea who this villain is or what Marvel comic it originates from?

I believe that was a relatively short lived costume for Sandman. I think he only had it in the late 70s/early 80s.

The artist indeed chose an awkward composition for that particular panel.

If it's a serious question though, I thought Sandman's old costume was well-known.

My question is serious.

Now that you posted those cover, I remember that outfit, but I completely forgot about it, I don't have any comics with Sandman in that outft in my collection.
