I read on the net many years ago that in Japan, there is an arcade almost at every suburb of the neighborhood?

No - not unless you're considering pachinko as arcades. As far as video games at least in Tokyo you have to hunt for those in akihabara.

There are a lot of arcades in Japan due mainly to the culture and the demographic. Everyone from small kids, young adults, to business men all frequent arcades.
One thing that is absolutely disgusting though is smoking is allowed in most of them, and with ashtrays on the sides of the cabinets. I remember playing at one spot and this dude was just chain smoking one after another while I was playing him in TTT.

Sadly I don't however my wife is from Tokyo and when we visit family we stay in the kotoku ward of Tokyo. I'm out there at least once a year.

In Akihabara there is a mega multi floor arcade Sega owns which has a ton of games with the floors organized by genre. You can find video games in the shopping malls too.
