It is more of a matter of manner instead of dicrimination.
I mean, showing off your underwear is the least of the problems.
I've seen pople tripped over it, having hard time getting on higher vehicles like bus and so on, this kind of pants are just not practicle in any perspective.
Honestly, I don't know about you guys but I sure don't want to see my brain surgery doctor dress up in those saggy pants...

I remember growing up in the 80's your pants had to be super tight so your wad bulged out. I wouldn't have dared to wear baggy pants.

When someone has their trousers or jeans below their hips, how do they stop them falling down? Do they hook a prince albert to the zip or something?

Most of them just spread their legs out as wide as possible to hold the pants on.
Or I've seen some of them just grab it with hands.
