That's because the website is not fully on yet. Erick and his team are conducting a series of commerce test. Everyone who has an account just be patient it will work.

Erick will be sending out the link for those to PO Akuma and shin Akuma early for those who purchase Ryu. He will announce ahead of time when it will and can be purchased. Also, the link will be sent out a few hours before the rest of those who didn't purchase Ryu. Please do not worry, as there will be plenty of Akumas to go around.

I'd much prefer someone like Cammy or Sagat... I think they should go with another popular character to keep generating interest and hype as this line gets off the ground.
