yeah he says this since day 1 he's the head of PCS or so ^^. That's why the thread came back to life, before our hope was lost XD.

... is it too much to hope that the new partnership with Sideshow might somehow improve the chances of a mixed media Skeletor?

I believe it is a distribution agreement. Essentially PCS sells their goods to SSC who in turn sells them to the consumer. B2B2C... 
Not a partnership in the sense you are thinking...

Strictly yes but if PCS already gets a good working relationship with Sideshow who is already licensing the property there could be some back rubbing joint back room negotiations with Mattel that could be helpful to the cause.
At the very least it could lessen the blow of antagonizing Sideshow if the PCS is granted permission.
