Major Victory was once known as Vance Astro, but not the Vance Astro who became Justice in the New Warriors, but instead the astronaut Vance Astro who was in suspended animation until the 30th Century and became a member of the original Guardians of the Galaxy. It's a whole alternate reality time travel thingie.

Since he was in the distant future and Cap long dead, Major Victory ended up finding (I forget the details) and using Cap's shield.
