The foot is armored, so it's probably Batwoman, Red Hood, or another Batman. Long shot for Mr. Freeze as the bat symbol looks slightly frozen.

Half my mind hoping it's Batman but another side says no, it shouldn't be. It may be Batwoman or even a Jim Gordon which did crosses my mind when I first saw this teaser.
