Everyone should keep in mind that Starfire is 6'4" in comics. She's going to tower over the normal sized females in the DC universe. So, it would only make sense that she'd do the same on your display shelves.

Exactly this. Nightwing is listed as 5' 10"... so for 1/6 is she undersized or is he oversized?

I know when she debuted she was drawn taller than Nightwing but was she 6’4 then as well? Just curious

You guys are over-thinking.
DS Nightwing is 12-inches tall.
According to SDGuy, Starfire is 13.5-inches tall (though I hope he didn't include Starfire's hair).
She's taller than him in the comics, and this statue is bigger than the DS Nightwing.
Everyone should be happy, lol.
