So did Sideshow have the Elvira 1/4 scale license? They must have because if they didn't, why in the heck is Tweeterhead giving them some type of exclusive headsculpt for their statue?

Sideshow did at one time. But, I don't know if they do anymore. They previously released two Elvira PFs, but that was a very long time ago.

Finally, the full reveal!
The likeness is good. Instantly recognizable. However, I would prefer the portrait with her mouth closed, just a smile. That's the most pleasing expression to me.
The second portrait could very well be the winking one.
The only major issue I have with this statue is the way the hands are hovering above the body and leaving a gap in between. That looks quite odd.

I'd much prefer this for the alternate portrait. No teeth, and no stupid winking. I know winking suits her, but after seeing so many winking portraits on Prime 1 statues, I'm convinced companies don't know how to do it correctly.
