No didn’t measure him, but Flash is noticeably smaller than Wonderwoman and my other 1/6 scale statues. I think he is somewhere between 1/6 - 1/7 scale.

If it is by a bit, I would go far as measuring it, but why bother when it is so obvious with the naked eyes (I mean statue is for looking and not for exact measurement for math and science)? The upcoming DKR batman looks small for 1/6 as well. So, I stick to my point that the scale seems to be all over the place with Designer series. That said, considering the nature of the series (each statues are very individualistic due to the artists’ style), the difference in scale don’t bother me though.

Also, I hope you realize that Flash's pose makes him look deceptively "small" compared to the other DS statues.

As I was re-reading the thread, I came across a pic posted by built2shred that had Flash posed in a way that I could draw measuring lines. He's about 3.25-inches tall when I measure him on my monitor. Harley Quinn is about 3-inches tall. In actuality, Harley Quinn is 11-inches tall. Taking ratios into account, that makes Flash at least 12-inches tall if he were actually standing up straight (could be taller due to the statue's angle in relation to the camera lens).
