Batman is just street level too, when you take away his gadgets. No preptime means at least fewer gadgets at Batman's disposal--and nothing specifically designed to take out DD.
Given that DD has home-turf? I think it could go either way. But since most of y'all are going to go with the Bat, I'll take hornhead.
I will say that I'd expect Batman to deduce that DD was blind within the first few moves, and try to use that to his advantage. It'd be a great fight.
