Well sure, but I guess I'm assuming most characters can hit that mark (150, assuming). The exclusivity could be a draw that offsets the lack of popularity. Customs do it all the time.
The problem is, we'll never know unless PCS decide to take a chance on one. Or through some other feeling-out process, e.g. kickstarter, advance deposit, open pre-order window, etc. F4F methods may prove useful here, in order to gauge
serious interest.
