Resin is basically plastic and most paints dont bond well to plastic. Primer is a base coat that bonds to most surfaces and this creates a surface that paints bond to well.
Think of how people paint rooms in a house, they use a primer on sheet rock walls and then paint onto the primer. Unless you use a primer based paint that is a color and primer in one.
Same thing for cars, most cars on the road have a primer that sticks to metal and then car paint sticks to the primer.
I would guess you will see flaking on most of them, since it seems this was such a thin coat of paint its not going to bond and stay on the resin for long.
