In Florida it's something like this:
First you get a business license from the county.
Then you have to register with the Department of Revenue and you file monthly taxes with them. That is how the state collects sales tax from retailers.
Once you register you are issued a Sales Tax Certificate which enables you to purchase items wholesale (no tax) for the purpose of resale.
If you're selling garage sale type items (things you bought new and paid sales tax on) you don't need to collect sales tax.
Basically an item should only be taxed once, unless it's a garage sale type item purchased expressly for resale. An example would be a dude selling a box of comics to a comic shop. Dude doesn't need to collect sales tax, but comic shop will when they resell.
