I went to a general store. They wouldn't let me buy anything specifically.

Incorrect. The sculpt and proto was done by blizzard but the actual production was done by sideshow.
Compared to illidan and grom, which was done by blizzard alone including production, and resulted in the final piece been much higher quality.
It's a shame on arthas, all those cheap plastic used reallly takes away from otherwise awesome sculpt and pose.
I wish blizzard will redo it, I am sure it will look much nicer even if it's the same prototype.

well not surprising, no one really knows for sure what the Edition Size is for Illidan. Seems Blizzard doesnt really practice ES's since i never knew what Grom Hellscream ES was either (its suddenly back in stock btw despite being labelled sold out many months back).
They probably produced a similar number to Grom then increased it a bit more (gambling that Illidan is more popular character).
Either way, both Illidan and Grom are GREAT pieces, so good for everyone else who will be getting this in the future!

Sorry, Arthas is below Hellscream due to many parts are made out of PVC.

I have no doubt if Blizzard did Arthas they would use the same amount of PVC/flexible material.
You just can't cast things like Arthas' helmet in polystone for mass production, it'd be nightmare for breaks.....as would all the other spikes on him and delicate pieces...
That's why bits of illidan like his hair etc are cast in the same material, it looks the same but you get none of the headaches with breaks.

A lot of other parts were PVC, like the sword, the shoulder armors, helmet, and cape. The statue is very nice to look at...just the fact that it has a lot of PVC. Overall, I think Hellscream is a better product.
