That portion of the website is for car dealers, not for the home user. It's a government program, and as such, a dealer logs into the government database for that particular program.
So no, it's not some crazy government conspiracy to get access to your files, because you don't have access to it.
Glenn Beck spreading misinformation? Big surprise. If you don't believe me, check it yourself on a public computer or a friend's computer and try to find the page and log in.

Because you're logging into a government database? You probably have some friends in the military (or other government position) that deal with computers, right? Ask them to give you a summary of the disclaimer/terms of service when logging into their particular systems. It's fairly standard.
