It is amazing to me that we don't have a great Penguin/Riddler. I don't know if there even is another Penguin beyond the B&W and Tweeterhead Golden Age statues. Oh, I guess Penguin shows up in the XM Sanity piece. Riddler couldn't even make the cut on that one.

I'd say everyone on the Sanity piece plus Riddler, minus Clayface and Man-Bat. ...not that you shouldn't do a Clayface and Man-Bat. Please do Clayface and Man-Bat.

Personal list of main villains would probably be
1) Joker
2) Harley Quinn
3) Poison Ivy
4) Catwoman
5) Two Face
6) Mr. Freeze
7) Riddler
8) Penguin
9) Scarecrow
10) Bane
I'd love Clayface and Manbat too, possibly Killer Croc and The Ventriloquist... basically anyone from Batman the Animated Series.
