If a dog is loose on your block a letter carrier can refuse to deliver to the entire block.
As was told to me by my mother years ago, who was an employee at a local Post Office.
Rain, sleet, or snow, but hell no to k9's.
Still better service then Fedex..

fedex policy is to go through the packages first and if they dont like the stuff then they will deliver it to you....someday
