He does, but it really depends on what it is, for most of the high end likenesses he approves them. For low end stuff that he may or may not have likeness rights, his team manages it.

Those figures are intentionally made that way. They are a throwback to the old cheap figures that were made in the 80s. They are made by Funko the company that makes the vinyl pop figures.
