I'm pretty sure it can bend like that, the last time I did some research when I was looking at HT versions. In fact, I think the big piece below the reactor retracts in too, in some scenes of the movie. It's a little bizarre why they kept it like this, when this was a technical issue for HT due to pose-ability, but this is a statue. Sideshow has it more accurate, and in a basically similar pose. (Do licensors usually give out the same poses to licensees to use? It happens all the time, with different studios coming out with similar poses of the same character at the same time.)
It's really odd, it's like they thought HT had perfected it, and just copied it.
The chest plate is too round like HT. SS has it more accurate, and maybe their collaboration with Legacy Effects has helped:
But the mask on SS's version is a joke.
