buying from ebay from 0 rating seller

if I buy an item from ebay from a 0 rating seller

if the item arrived and is not as described

can I dispute with paypal to get my money back?

I never buy with someone with 0 feedback. I have a hard time bidding on something with someone who have a 97% rating lol.

People have to start somewhere.

My account is old and only used it couple of times.
You start at zero and I bought multiple items from same seller, but you still get 1 feedback counter for that. So my feedback is only 4 or something, bcs some ppl don't leave feedback at all.

But yes, I would look at where ppl send from and if rating is good. Also if they sold larger stuff and not only 5$ 'crap' to get higher score.
