Well, Jerry liked Oro and Gouken, so he made them. As much as I love both, I know they're further down the popularity list. And they remained available on Sideshow, so they didn't exactly sell like gangbusters. And customs are extremely small, expensive runs made by passionate fans, so I'd imagine there's not much profit to be had.

It's good that there's collaboration going on between Capcom and Arika, but unfortunately I'm 99.9% that any Capcom license would not cover Arika characters (actually, I think it's been confirmed more than once by Jerry, and maybe by Wessel or Ant), regardless of recent DLC costume crossover. It's pretty much akin to Mortal Kombat and all it's guest characters - they're only licensed to be in the game. Product licensing is not granted.
Now, the .1% would be making G
as Skullomania. It's interesting that all SFV DLC is based on Capcom owned properties,
except for the Arika EX characters. So Chun-Li as Morrigan and Menat as Felicia are no problem.
But even if that possibility exists, I wouldn't want that. G and Skullo are hardly the same body type. That Skullo statue wouldn't be very accurate in my eyes.
