Not that visible, to my knowledge. But that's probably more due to being lower resolution (at least up to SFV), and the effort to do so was unnecessary. When finally making a character 'real', Capcom and/or PCS has to make the decision on the fabric, and adding a subtle design (rather than just flat blue) makes sense for such an elegant costume, especially at 1:3 scale. The sheen of the fabric seems appropriate for Chun's costume as well.
Plus, 1:3 Chun is at the costuming stage, so PCS would be investigating fabrics at this point. Is Kitana even confirmed? And at what scale? I doubt a 1:4 Kitana would have a custom print fabric, and 1:3 Mileena isn't even done sculpting yet, is it?
