Just checked SpecFiction and the "coming soon" page they had for this statue has been taken down - there's simply no hint of it on the website.
Looks like the last hope for a lot of State side collectors just exited stage left

My last email from Spec said they'd be putting it up for order today (July 5th). You guys didn't see that one? Copied below:
Hey everyone! Some of you have been waiting half a decade for this piece to go up for PO! Well, today it is finally happening! XM Rhino is up for PO in the shop. I'd say final execution is pretty damn good too.
Also, for all of you wondering, JND Harley Quinn goes up for PO at a random time on Monday July 5th. Good luck!
