Batman is the best Superhero and Joker is the best Supervillain. I don’t care what anyone else says, if you think otherwise you’re wrong
With that said, I easily give Spidey’s bad guys the edge. Top to bottom it’s just a deeper talent pool. As you go down the list I think Spidey’s villians have more star-power. But I do agree that the top 5 or 6 Batman villains are NO JOKE.
And I think teams like X-MEN can’t be compared to a single-characters’s rogues. X-MEN are better compared to another team like the Avengers.

I'd give Batman the edge in most, but then again I wasn't expecting a Venom movie to do a billion dollars. Could Bane pull that off? Probably not, but the Joker did on a pretty slow movie.

It depends on if we're looking at team rogues or all rogues including those of the individual teammates. I've always seen the X-Men as a shared gallery for the most part in any case.

I agree with most of your picks. But I have NO LOVE for Harley, Catwoman and Poison Ivy. They may have higher “celebrity status” but I don’t think they’re “better” villians. I’d take Kraven, Hobgoblin and Sandman over them every day of the week. Now if it was a night club I owned, I’d bump the ladies to the front of the line every time but in terms of being a bad ass-bad guy I’d take the boys over the girls without hesitation.
And I have a very hard time justifying Penguin over Kingpin. And if Rhino walked into the room he make people MUCH more uncomfortable than scarecrow entering the room, IMO.
