I csn answer some of this as I work with PCS.
Why Hugo? He was heavily requested in the official collectors group on facebook and excitement for him there has been very high. John Cleary did a sculpt for him in the since cancelled 1/8 scale line from a few years back. We took that sculpt and updated it for release.
The fully sculpted costume was a decision made based on the scale of the figure, the form fitting nature of hus costume and thebdesire to show musculature, and the associated cost with cut and sew. This is already going to be an expensive piece and we are trying to maintain price points amidst the increase in raw materials and factories upping prices accross the board.
The leftover stock at sideshow for other characters was a result of delayed dilvery, over ordering, and waning interest in street fighter. The first two issues were carryovers from the Jerry days. The third is something we are pushing through because we love the line and it is fairly consistent, if not blockbuster. We already have more season pass statues in the works, with more planned (that line sells extremely well)
MK isn't more prevalent because the licensor can be extrememely stringent. We work very hard to push through what we can. Jade, Mileena, and Kitana are all in prototype and will be revealed soon. Marvel is definitely a focus though.
Hopefully that clears a few things up.

Thanks for the insight Fullscale. Good to hear about the direction PCS is moving in. It sounds like those of us who choose not to use FB really miss out in some good info.

My suggestion would be to create an account just for special interest groups. Its just so active, and we even discuss new projects, prototype changes and all kinds of other discussion that contributes to the final product.
