I think partly because EVERYBODY already has five Cobra Commanders, Storm Shadows, Snake Eyes, Destros, and Baronesses.
Companies start with these instead of mixing it up. I get the financial risk, but I'm sure a lot of people wait to see what happens when, "Oh look they did five and stopped." And it's always those few.

Exact same issue with transformers. Everyone does the same five and whines when sales are not there.

If I were a statue company and I got the Joe license, my first statue would be a bad ass Nemesis Enforcer.
I'd then follow it up with a B.A.T with swap out battle damage.
