I'm guessing you read the Batman titles, and if so, you know that he doesn't win every fight. And no, he can't beat everybody. Brains only get you so far in a battle against a metahuman.

Batman is a planner, Cap by definition thinks on his feet. I think Cap can strategize past most of the dirty tricks and take Batman fairly easily.

And if it's true about Cap not getting muscle fatigue due to the SS serum then the longer the fight gets drawn out the more of an advantage he has over Bats.
