Well I do believe when they decided to make Silver Surfer SS had no idea Marvel was announcing a FF movie but they were betting they would, and that's the real reason the ES is so high. Just so they could have him in stock when they got around to making the actual Fantastic Four, which of course will sell more when the new movie is out hence the reason they didn't start with the actual team. They're waiting for the movie to sell the team.
Also Doom is so associated with the FF that he's one of the first characters that comes to mind when people think of the team. I'm sure when the first trailer comes out there will be several videos that will link something to him whether it's there or not(Mephisto!!).
I think Sideshow being fixated on MCU popularity explains why we haven't gotten a comic 1/4 Loki from them and why it's been over 10 years since they did a 1/4 comic Iron Man. Sure, they feel free to do comic versions of Doom and Galactus. Probably because there have been no popular movie versions and they haven't appeared in the MCU, but the MCU versions of Iron Man and Loki have been immensely popular so they only do movie versions of them in 1/4 scale. Just a thought.
