They have the licence so they would be stupid not to make a Returns suit (if you remember, they announced both Panther suit and Sonar suit for Batman forever).

I think that too but those suits are substantially different from this and each other. And this '89 is already 2 releases. Of the Burton/Keaton movies this and Catwoman have the broadest appeal so they may be testing with that.
If the likenesses are there everyone's top 4 would be this, Catwoman, Nicholson Joker, and DeVito Penguin.

They even did Robin! But they haven't done a Clooney Batman yet. Maybe Batman Forever was less license entangled.
