Yeah, I don't think it would take Max Castle more than a year or two to clean Gotham up. He's so methodical and patient, cunning & ruthless. He'd have a plan in motion that would even include The Bat and his eventual involvement.

Batman would easily stop him if he were is in this what if.
Also, you always get enemies that are worse than the originals if you kill the originals off.
I don't think Frank stands a chance against "Smart" Villains like the joker or the Riddler.
To be honest, I have always hated that the punisher got thrown up against guys like spiderman and daredevil in "marvel universe" comics.
He pretty much just looked like a "joke" character after the issue ends.
He can't kill the characters and it isn't like the guy is using stun bullets either.
Just my opinion though

On paper Frank would smoke a few of the big crime bosses and the rest would be running scared or to Batman for help. No comic company would let Punisher kill off major money making charaters just to uphold Frank's reputation.
