They left some villains on the table I think: only the Joker, the Cat and the Penguin got done, is that right?

There are no signs that this line is dying. They just announced another one which makes 5 more due out between now and October.
So far, they still have the Tony Daniel, David Finch, Dustin Nguyen, Cliff Chiang, and Lee Bermejo Joker coming out this year.

A new one just announced by DC Direct by Cliff Chiang. No signs of this line dying

Yeah, as has been said, I see no indications that the line is stopping any time soon, not sure why you would think it was... 
I mean we've seen the Arkham Asylum b+w released this year already, and we have 5 more we already know are planned to be hitting this year, so that's pretty close to what we see from this line each year in terms of releases.
