I think the nose up is strong- a little more so on the left side, but good in general. I definitely see Lynda in this (part of the sculpt).
The problem(s) I see are all below the nose.
For one thing, LC's philtrum is much longer than in the sculpt. It also creates a sharply defined, though wide, V on her top lip, which does get lost a bit when the mouth is open or smiling. That's one reason I don't think the sculptor should have been so slavish to just the one image.
Giving her a closed mouth would have upped the chances of nailing her (very distinctive) mouth/lips completely.
The other thing is her chin/jaw are too small/short, which is throwing off her face shape.
I don't have the benefit of photoshop to really smooth the transition out, but here is a rough composite showing Carter's real mouth, chin, and jaw superimposed over the rest of the P1 face, compared to the full sculpted face.
(if you squint, the harsh transition in the composite should smooth out a little)
The P1 has a squarish face, while Carter has more of a rectangle.
Another issue is - the neck is too long. Almost absurdly so from some angles.
