Goldberg did work as a heel. He was a part of the horrible New Blood angle WCW ran before it died. He was still cheered even though he was the heel in the angle. Here's a list of my personal favorite Heels of all time.
1.Piper-Best heel ever period. No one drew heat like Piper in the eighties.
2.Jake The Snake-His feud with Macho Man and Elizabeth in 92 set him up as a hated heel.
3.Shane Douglas-He was hated in ECW when he broke Pitbull One's neck.
4.NWO Hollywood Hogan-He turned his back on all the fans. Even though other members of the NWO were cheered Hogan was always booed.
5.Ric Flair-The best wrestler ever and he preferred to work heel. The reason he is ranked low on my list is because even as a heel he was still cheered and the fans always WOOOOED for the man.
6.Vince McMahon-His evil McMahon character against Stone Cold saved the WWF in The Monday Night Wars.
7.Macho Man-For betraying Hulkamania.
8.The Rock-When he returned to the WWE in 2003 with his movie star persona and feuded with Austin and Goldberg.
9.Ted DiBiase-The Million Dollar Man gimmick everybody has a price.
10.Andre The Giant-Fans couldn't believe it when he turned on his best friend Hogan.
