I like this list, although aside from Magneto these villians are more "hands off" as opposed to getting their hands dirty. They let their lackeys do the grunt work. Off the top of my head I would go with:

Sabretooth
Terrax the Tamer
Proteus
Magneto

A little mutant heavy, but they were the first ones to come to mind. These four will throw down with anyone, and Magneto has the charisma to lead them.

Yeah, I thought about that when I posted my list, but they were the baddest mo fos in the MU I could think of. I agree that they would just fight about who the leader was and get nothing done :)

A couple of people have put Red Skull & Magneto in their list of Frightful Four

They tried to work together in Act of Vengence & it almost killed the Red Skull

Since Magento was in a conentration camp & the Skull is a Nazi, Mags thought it was time for payback.

After this, the Skull was attacked by the mutant terrorist Magneto, a Jewish Holocaust survivor who wanted to punish him for his involvement in Hitler's regime. Magneto buried him alive with enough water for a few months.
