That's just Ennis's take on the character, such a "deal" hasn't always been in place (I don't know what you're referring to, by the way.. I do know I was reading Punisher long before Garth Ennis (a writer I enjoy) got ahold of him, though).

Also for the most part they are both considered extremely baddass non-supe humans, but Ennis revealed Punisher to have some supernatural deal with the devil (Death?) thing going on as an explanation as to why he can withstand a massive amount of normally fatal punishment and live to kill another day.

And I've only read The Watchmen twice but can't recall seeing anything that would give Rorschach an edge over The Punisher.
