Who's faster/ who'd win in a race? The Silver Surfer or the Flash?

I don't know that much about the Flash, but I know that the Surfer once said, after the Human Torch urged him to go faster: "There is no one faster, Johnny Storm." (As in, no one faster in the entire Marvel Universe !)

As I said, I don't know much about the Flash, except that he has access to something called the "Speed Force" or something, and that he could run circles around all Marvel speedsters, but is he the fastest in the entire DC Universe ? If the answer is yes, they would be about equal, in my opinion.

Flash IMO is faster but I think The Runner is also faster unless it's been changed.

i don't think anybody is faster then the flash when he has full access to the speed force, he is essentially speed made physical
