Well for me Cap always has a way of bringing the heroes together and taking charge of the battle.
He also has a rep as being one of the good guys.
Cyclops can't even be honest or trust some of his team members and because of this has lost some of the very people(mutants) he's trying to save like his old friend Hank.
Any guy who can get Thor,Hercules,Wolverine and Spiderman to follow him is a true team leader.

Taking nothing from Cyke, Cap takes this in a walk.

For one thing, Cap has been around for a hell of a lot longer. He's led soldiers in war, and heroes in battle, and inspired them all.

More importantly, Steve is all sincerity and confidence. He exudes it. He makes those around him believe that they can make a difference, because that's who he is, and what he does.
