My personal changes would be the following:
1. I agree with the Hulk, he really should be in a class by himself sitting over the other Super Heavy-weights.
2. While both She-Hulk and Colossus were physically weaker than they are today, I still prefer to see them in with the Heavyweights. The Silver Surfer may not rely on brute strength, but again he's, at least, a heavyweight in my book even without further augmentation of his baseline strength through the Power Cosmic.
3. Other than that, I think the rest works.

For me, Ms. Marvel (Carol Danvers 1980) would be in the Heavyweights, but a case could be made to drop her down into the Super Medium weights.

They are talking strictly brute strength, right? Because the Hulk should certainly be in his own class - but power wise no one shows could compete with the Surfer...

Does anyone else think Cap should be in the tier above where he currently stands? In terms of strength it doesn't make sense to me to have a "super soldier" in the same category as Daredevil, Falcon, Wolverine or Hawkeye.

well he's only supposed to be as good as a normal man could be, so while he would be the peak of that tier the way his powers were originally created he shouldn't be higher.
